Can you look at your own medical records?

Under the Patriot Act, the FBI can get a warrant to secure your medical records during the course of an investigation to protect against international terrorism.
Why is it a HIPAA violation to look at your own chart?
Technically, it is a HIPAA violation, and it violates the "need to know" and access controls under the HIPAA Security Rule. The privacy rule states that patients have the right to access records, but it also states that CE's can deny access to records.
Can patients look at their own charts?
Do physicians have to allow patients to read their own charts? No. A patient has the right to read his/her own record, but you have the right refuse this request for the reasons listed below. There are specific provisions under HIPAA that give patients the right to inspect or obtain a copy of their medical record.
