If you are legally present in the U.S., but ineligible for an SSN, you are exempt from the DMV SSN requirement. You may start an application for a noncommercial driver license or ID card, and once your eligibility status is verified, DMV will complete your application.
In California, you can also get a license without a SSN. However, you don't have to provide either an affidavit or SSA letter. Instead, you must provide the Department of Motor Vehicles with documentation that you're legally authorized to be in the United States.
Some states grant a driver's license without an SSN. To date, there are a total of 13 such States: California, Colorado, Delaware, Connecticut, New York, Utah, New Mexico, Maryland, Illinois, Vermont, Washington, and Hawaii. Several states have introduced legislation to grant driver licenses to undocumented immigrants.
Applying for a REAL ID requires proofs of identity, social security number (SSN) if eligible, California residency, and a trip to a DMV office. NoteIndividuals applying for or renewing an AB 60 driver license are not eligible to receive a REAL ID driver license or identification card.
State laws permitting this are on the books in California, Colorado, Connecticut, Delaware, Hawaii, Illinois, Maryland, New Mexico, Nevada, New York, Oregon, Utah, Vermont, and Washington.
Since 1995, an amendment to the Vehicle and Traffic Law requires applicants for a driver license to supply their Social Security Numbers to the DMV. The numbers are used only for the purpose of identification. The DMV does not disclose your SSN on documents or on DMV records.
