Choose the Bullets and Numbering option from the Format menu. Make sure the Bulleted tab is selected. Select a bullet style from those shown in the dialog box. If you don't like any of the styles shown, select one of the styles and click on Customize.
The quick answer is that Ctrl+Shift+L is the keyboard shortcut for a bullet. But there are a few other ways. One is to type an asterisk (*) and then hit the Tab key. Once you hit the Tab key, the asterisk is indented and converted to a bullet point.
