What are New York’s filing requirements?
You must file a New York return if:
You have to file a federal return.

You want a refund for any New York withholdings from your wages.

You were a part-year resident who had income subject to a separate tax on lump-sum income from New York sources.
You had a net operating loss for NY personal income tax purposes, without having a similar net operating loss for federal income tax purposes.

Dates: New York State personal income tax and corporation tax returns originally due on April 15, 2021, were extended to the end of 2021.

Keep in mind: The state government requires that you use the same filing status as you used on your federal income tax return. An exception applies if a joint federal return is filed with one of the spouses being a nonresident. In this case, he or she must file a separate New York return.
