The questionnaire asks applicant to send proof of income and supporting documents for all expenses. I do not know how to send these and hope I'll hear from someone about how to do this.

It's good
At first it can be a little overwhelming with all the options but once you get the hang of it is pretty essay. I really like that it saves all your files too, just in case.

Can you run an outboard motor without the lower unit?
Yes you can run it without lower on with water hooked up to it, done it before. Don't turn water on all the way, remember the size of the copper tube compared to your hose.
