How do I remove the blue highlight from a fillable PDF

Go to Tools - Forms - More Form Options (or just More, depending on your version) and de-select Highlight Existing Fields.

How do I highlight fillable fields in a PDF

For help you may press the F1 key while viewing a form. button in the upper right hand corner of the menu bar of the PDF form. After clicking this button the Fillable Fields within the form will be highlighted in a light blue color which will allow you to enter your information within these fields.

How do I turn off highlighted fields in PDF

Select View Tab Highlight Fields from the menu. The same step will toggle the field highlights off.

Why is PDF highlighted blue

Most likely, the document is made out of scanned images, and was not converted to real text using OCR. As a result, you can't select individual words, and when you try to do so, the entire page image gets selected and highlighted in the blue color you see.
