Excellent PDF Software Overall, this is an excellent software for businesses for the many things you can do with the program. I like that you can use forms previously created by other users of the software, or create your own forms as well. The software is user friendly, and provides all the functions we need in our business. Unfortunately, that you have to pay to use the software. I understand that everything comes with a price, there are developers, etc. Considering the functions it provides, it is worth paying.

Does it all The best program to work with documents Easily completes and adds information to any document or report. You can size the information to fit the provided space, cut and paste and maneuver easily within the document. You can access the program and the documents you have completed as the application is on the web and it retains your completed report in their system. If they could combine other pdf tools would be awesome. Some of the more common pdf functions include moving pages, separating pages and duplicating pages, etc...

States can continue to ratify the Equal Rights Amendment (ERA) that Congress proposed in 1972 only if it is still pending before the states. If it is not, however, the 1972 ERA cannot be ratified because it no longer exists.
Equality of rights under the law shall not be denied or abridged by the United States or by any State on account of sex. Pretty straight forward and clear. So, what would this mean. Now, thanks to the new 28th Amendment, it's enshrined that Equality cannot be abridged account of sex.
It has been accepted that Congress may, in proposing an amendment, set a reasonable time limit for its ratification. Beginning with the Eighteenth Amendment, save for the Nineteenth, Congress has included language in all proposals stating that the amendment should be inoperative unless ratified within seven years.
Non-ratifying states with one-house approval South Carolina: State House of Representatives voted to ratify the ERA on March 22, 1972, with a tally of 83 to zero. Oklahoma: State Senate voted to ratify the ERA on March 23, 1972, by a voice vote.
The Equal Rights Amendment was passed by Congress on March 22, 1972, and sent to the states for ratification. In order to be added to the Constitution, it needed approval by legislatures in three-fourths (38) of the 50 states. By 1977, the legislatures of 35 states had approved the amendment.
First, the 18th Amendment was ratified by the requisite number of states well before its deadline. The challenger in that case argued that the entire amendment was invalid because the Constitution's Article V did not authorize Congress to propose ratification with a deadline.
To become part of the Constitution, an amendment must be ratified by either as determined by Congressthe legislatures of three-quarters of the states or state ratifying conventions in three-quarters of the states.
The ratification process started when the Congress turned the Constitution over to the state legislatures for consideration through specially elected state conventions of the people. This copy of the Constitution was used by delegates to the New York ratification convention.
Congress must pass a proposed amendment by a two-thirds majority vote in both the Senate and the House of Representatives and send it to the states for ratification by a vote of the state legislatures. This process has been used for ratification of every amendment to the Constitution thus far.

U.S. Constitution ratified. As dictated by Article VII, the document would not become binding until it was ratified by nine of the 13 states. Beginning on December 7, five states Delaware, Pennsylvania, New Jersey, Georgia, and Connecticut ratified it in quick succession.
Article VII stipulated that nine states had to ratify the Constitution for it to go into effect. Beyond the legal requirements for ratification, the state conventions fulfilled other purposes. The Constitution had been produced in the strictest secrecy during the Philadelphia convention.
