I would recommend, with caveats about the cost based on how much it would be used. Many government forms and other PDFs are already fillable, so PDFfiller isn't needed that often for the average person. However, it was very nice to use.

Great Functionality, Amazing Customer Support, Great Experience Overall
This is a great platform, very seamless and user friendly. It does cost a bit so it would make sense if you use it quite often. More importantly, amazing support - the online chat response was quick (!!!), customer support staff was so friendly and understanding. Overall, such an amazing experience using this platform. How do I put multiple documents into one file?
How do I combine PDFs on Windows? Open the app, and choose Merge or Split. If you just need to merge two documents without changing the order of any pages, choose Merge. Click Add PDFs, and select however many you want to merge. ... Once your documents are in order, hit Merge, and name and save the new merged PDF.
