Go to Gmail settings (by clicking the gear icon). Click the Filters and Blocked Addresses tab. Scroll down to the bottom of the screen, and you'll see a list of blocked addresses. You'll have to scroll through the list to find the contact you want to unblock and click the Unblock link.
Some technical issues such as incorrectly formatted message headers, no reverse DNS, PTR records setup, or authentication errors can lead to email delivery challenges and can cause the emails being filtered or blocked by ISPs. They seem to be serious problems but in fact they are easy to correct.
To unblock your account go to https://account.live.com and sign in to your blocked account. You can enter a phone number to request a security code be sent to you via text message, or if your phone doesn't support texting, via an automated phone call.

Unblock your account Go to https://account.live.com/ResetPassword.aspx to recover your account and reset your password. Enter the email address of your blocked account and enter the characters you see on your screen and select Next.
