Do you need both parents to get a passport at 16?
A child's passport application must be lodged by a parent or another person with parental responsibility for the child. Children under 16 do not have to do so.
Do I need both my parents to get a passport?
Both parents have to give consent for a child to obtain a passport. One way to do this is for both parents to accompany the minor for applying for the passport in person. But if one parent or both cannot go, fill out a consent form. If you have sole custody, you'll need to show evidence.

Answer: Minors age 16 must establish parental consent when applying for a new passport.
