I am using it time to time for to fill the pdf. I got this because IRS fillable from will not let me I have used IRS form like 1099 and 1096 and other forms. Easy to move PDF and update. Also I can save filled PDF to my folder. I really like the filled and sign.

Unlock the cells that you have conditional formatting on but want the user to modify. Then protect the worksheet, using the default lock settings shown of “Select locked cells” and “Select unlocked cells”. The cells can then be edited, but conditional formatting can't be changed.

What you need to do is highlight your whole spreadsheet, go to Format Cells, then go to the Protection tab and click the “Locked” button. Then, highlight the range you want to include in your protection (L2), go back to this Protection tab in Format Cells, and click the “Locked” button.
Press Ctrl + A or click the Select All button. To select the entire sheet. Press Ctrl + 1 to open the Format Cells dialog (or right-click any of the selected cells and choose Format Cells from the context menu). In the Format Cells dialog, switch to the Protection tab, uncheck the Locked option, and click OK.
Right-click the sheet tab (the sheet with cells you need to lock or unlock based on values in another cell), and click View Code from the right-clicking menu. Then copy and paste the following VBA code into the Code window.
