Digital certificates are valid for a period of one to two years, depending on the certification authority, and require renewal to remain valid. An expired digital certificate will result in loss of protection for both the certificate holder and existing or potential customers.
Digital timestamps mark a PDF signature with the time and date as proof of integrity. A timestamp shows that the contents of the document existed at a point in time, and are unchanged. For added security, digital signatures can include a timestamp from an independent, trusted authority.

Technically no, if you're keeping the same private key. Most CA's use the CSR purely as a mechanism to provide the public key for the certificate. Especially for Domain Validated (DV) certificates, everything else in the CSR is thrown away. You will need to create a new CSR, as your current certificate has expired.
Renewals can be done up to 90 days before expiration. If your SSL certificate is within 90 days of expiration, then it's time to renew!
