ZIP Codes are numbered with the first digit representing a certain group of U.S. states, the second and third digits together representing a region in that group (or perhaps a large city) and the fourth and fifth digits representing a group of delivery addresses within that region.
As of 1963, zip codes' numbers are determined by a few factors: the area, the regional postal facility and the local zone. The first number of the five-digit code signifies the region which the address is located in, a number that grows from the east coast to the west.
ZIP code boundaries come in all shapes and sizes and are developed to increase mail delivery efficiency. Several of these factors that are considered in efficiency are mail volume, size of the delivery area, geographic location, and topography.

The first part is the first five digits of the zip code which indicates the destination post office or delivery area. The last 4 digits of the nine-digit ZIP Code represents a specific delivery route within that overall delivery area. All 9-digits of full zip codes assist the USPS in effectively sorting the mail.
Zip Codes are not determined by population, but rather by mail volume and geography. A single delivery address may have a population of zero, or hundreds (such as universities, of which many sorts and deliver mail within their boundaries).
ZIP is actually an acronym for Zone Improvement Plan. However, the USPS intentionally chose the acronym to indicate that mail travels more quickly when senders mark the postal code on their packages and envelopes. The general system of ZIP codes used today was implemented in 1963. The basic ZIP code has five digits.
What each number means. The first digit designates a broad area, which ranges from zero for the Northeast to nine for the far West. The two following digits are the code of a central post office facility in that region. The last two digits designate small post offices or postal zones.
