Open the worksheet on which you want to add watermark, click the Insert tab from the Ribbon. then Header and Footer. Under Header and Footer tools, select Design and click on Picture from Header and Footer elements. Browse the image you want to use as your watermark.
Use WordArt to Add Watermark in Excel 2016 Select the Insert tab, click on the Word Art menu, then choose the desired style. Enter your watermark text, right-click the Word Art text, then click Format Shape.
Select Insert > Header & Footer. Tap on the header and on the Design tab on the ribbon, click Picture. Select one of the available options to insert your image. In the header, you'll see & [Picture]. Tap anywhere outside the header to see the watermark.
On the Layout tab, under Page Setup, click Header & Footer. Click Customize Header, and then click the section of the sheet header in which the watermark appears. Select the watermark, and then press DELETE . Click OK, and then click OK to close the Page Setup dialog box.

Click the "Insert" tab at the top of the Excel window to view all insert options. Click "Picture" in the Illustrations group, select the image using the resulting file browser and click "Insert" to insert the image in the spreadsheet. Right-click the image, select "Send to Back" and click "Send to Back."
Click the worksheet that you want to display with a sheet background. Make sure that only one worksheet is selected. On the Page Layout tab, in the Page Setup group, click Background. Select the picture that you want to use for the sheet background, and then click Insert.
Click the WordArt, shape, or text box that you want to move up or down in the stack. On the Drawing Tools Format tab, click either Bring Forward or Send Backward. You'll have the choice of moving the object up one layer (Bring Forward) or to the top of the stack (Bring to Front).
