Select the cell and apply the conditional formatting, referencing other cells in the row. Highlight the row. Drag the corner of the row down to the bottom of the cells you want to apply the formatting to just as if you were going to replace all the content.
On your computer, open a spreadsheet in Google Sheets. Select the cells you want to format. Click Format. Conditional formatting. Under the “Format cells if” drop-down menu, click Custom formula is. Click Value or formula and add the formula and rules. Click Done.
Create a conditional formatting rule On your Android phone or tablet, open a spreadsheet in the Google Sheets app. Select the range you want to format. Conditional formatting. If there's already a rule in the cell or range, to add another, tap ADD first.

Highlight the data range you want to format. Choose Format > Conditional formatting in the top menu. Choose Custom formula is rule. Enter your formula, using the $ sign to lock your column reference.
Select conditional-formatted cell/range in Sheet2. Click Copy Format button in toolbar. Click “Sheet1” Select target cell/range.
To do this, select the entire range of cells to which you want to apply the rule (in our example: C2:F6) and click on Conditional Formatting → Highlight Cell Rules → Less Than on the home tab. When the Less Than dialog pops up, we again select the cell B2 to get an absolute reference ($B$2).
