I found that I no longer needed pdfFiller but the subscription was renewed. Upon advising prfFiller they promptly refunded the subscription. A good and honest company.

There are no free versions, so you pretty much just hope that a business has taken the proper steps to acquire this and utilize it.

How do I import a PDF into ArcMap?
ArcGIS does not support PDF as an input format. The PDF file must be converted to a supported raster format, such as JPEG or TIFF, and be added to ArcMap before georeferencing. Converting the PDF file to a supported raster format can either be done by: Scanning the PDF document.
Can you import PDF into Qgis?
So if we export a simple map to PDF, we'll get an output file which looks just like any old regular PDF map output… …but, we can also pull this PDF back into QGIS and treat it just like any other vector data source!
