The form 1096 is not current in the video shown - it shows 2012 and the number 7 is different for 2016, so would like an explanation of what NEC means. Thought I could use this for 1099 and also 1096 but still need to use IRs forms to send them, so dissapointing. Wondering what I will use this service for - does it allow ALL pdf files that I receive to be opened and edited? If so, then useful. Otherwise, probably short lived for me.Thx

Most objects replicate within 15 minutes, but sometimes replication can take a couple of hours or more. Replication is an asynchronous process, and the objects are eventually replicated. There are several factors that can affect replication time, including (but not limited to):
Replication. Replication enables automatic, asynchronous copying of objects across Amazon S3 buckets. Buckets that are configured for object replication can be owned by the same AWS account or by different accounts. You can copy objects between different AWS Regions or within the same Region.
Amazon S3 now supports automatic and asynchronous replication of newly uploaded S3 objects to a destination bucket in the same AWS Region. Amazon S3 Same-Region Replication (SIR) adds a new replication option to Amazon S3, building on S3 Cross-Region Replication (CRR) which replicates data across different AWS Regions.
There is no automatic way to replicate existing objects. The only way to manually copy them. For a small bucket with 1000s of objects/GB of data, then running AWS s3 CP --recursive or AWS s3 sync from an ec2 instance in the same region is usually fast enough (100 MB/s).
What are the use cases of the AWS S3 cross-region replication? — Quora. Cross-region replication (CRR) enables automatic, asynchronous copying of objects across buckets in different AWS Regions. Buckets configured for cross-region replication can be owned by the same AWS account or by different accounts.

S3 RTC replicates 99.99 percent of new objects stored in Amazon S3 within 15 minutes (backed by a service level agreement).
