VEHICLE CERTIFICATION LABEL. The Vehicle Certification Label (or ICL) is the plastic decal, located on the left-hand door, that displays a car's serial number, plus encoded data about its features & equipment. This tag is often worn, missing, or painted over.
Background. The U.S. Federal Certification Label is used as a secondary verification of the public VIN when completing a REG 31. In the past, when the U.S. Federal Certification Label was missing, illegible, or damaged, an alternate VIN was verified by an authorized Department of Motor Vehicles (DMV) employee.
Starting with all vehicles manufactured after August 31, 1969, Federal Motor Vehicle Safety Standards (FMVSS) certification sticker was required to be affixed to the vehicle which also included the VIN of the vehicle. On Chevrolet models from the 1970s, this sticker is blue and is found on the driver's door.
Inside the doorjamb, you will find the FMVSS sticker or placard. This will display several pieces of information, such as the manufacturing date, as well as a legend affirming that the vehicle complies with all applicable standards, which were in force on the date the vehicle was manufactured.
FMVSS are currently codified at 49 C.F.R. 571. FMVSS are developed and enforced by the National Highway Traffic Safety Administration (NHTSA) pursuant to statutory authorization in the form of the National Traffic and Motor Vehicle Safety Act of 1966, which is now codified at 49 U.S.C.
VEHICLES. Incomplete vehicle. An incomplete vehicle is any vehicle which must undergo at least one further stage of completion before it can be considered a completed vehicle. An example of this would be a chassis cab which has approval but yet has to have a body attached as part of a multistage build.
What is a UL Approved Label? UL Recognized Component Labels are labels that have met a permanence of marking criteria via testing (UL 969) to remain affixed to UL end-products permanently. Note that if the marks are added to safety-related information printed on the label it is called a Combination Label.
UL stands for Underwriters Laboratories, an organization that has been around for more than 100 years. UL sets standards for different product categories and tests products to make sure they meet the standards. In this way, UL is similar to the CE marking organization.
