The fill in is with text boxes like in word. That works well.

How do you create a password-protected PDF?
First, open the PDF document and provide the password it requires. Click the Print button on the PDF toolbar while viewing the password-protected document. Click the Change button under Destination and select Save as PDF.
How do you encrypt a PDF file?
Open the PDF and choose Tools > Protect > Encrypt > Encrypt with Password. If you receive a prompt, click Yes to change the security. Select Require a Password to Open the Document, then type the password in the corresponding field.
How do I protect a PDF file from being copied?
Open Your PDF. Launch PDF element on your computer. Click the "Open File” button on the Home window. Protect PDF from Copying and Editing. Go to the “Protect" tab, then click the "Password" button.
