Business Districts and Special Districts: 1 1. The City of Sacramento collects 7.5 million annually from land and site value taxes on properties outside the city limits. These taxes generate roughly 6 million in revenue. The remaining 3.2 million per year is received from the State. All the funds generated are used for public safety, neighborhood and business development, and education. 2. County property tax revenues from all parcels within the Sacramento County city limits are generated primarily through the “county rate” and “city rate”. The three major components of the tax are known as the “county rate”, “city rate” and “special rate”. The “county rate” is the portion of all county property tax revenues collected from residential and commercial properties that is collected through the Sacramento Local Improvement District (SID). It consists of a base “county rate” assessed at one time per parcel as well as certain special assessments that may be levied for street, water, sewer and garbage treatment. Each SID receives two thirds of the tax from each street district, one third from the water district and the remaining third from the landfill district. The parcel's “county tax district size” is determined based on the assessed value of the SID parcel. The city rate is charged to properties on a “per-acre” basis as it covers the entire county or city. The city rate is charged to residential and commercial properties by the City of Sacramento as the SID collects that property's full amount for that parcel. The city rate, when combined with the city rate of the SID, represents the entire amount of property tax collected from all parcels under the city's jurisdiction. The SID tax rate is assessed on a per-acre basis. “Residential” means a street, lot or parcel in which the full assessed value of the property is under 125,000 for residential tax purposes. Tax rates (residential and commercial) as set forth in RCW 82.32.010 and RCW 82.32.020 do not increase with the rate adjustments under RCW 82.32.010. However, the SID tax rate will increase for every 100 acres that the City increases its total SID district size over its prior estimate.
