The military departments must still adhere to procedures prescribed by the DoD Financial Management Regulation. The Department of Defense has amended the DoD Financial Management Regulation section to specify the requirements for maintaining, destroying, providing access to, and obtaining access to DoD financial management records. The guidance provides the following guidelines: 1. The Department of Defense has added a new section and two new subsections (10-1, 10-2) to the DoD Financial Management Regulation (Chapter 9, Subchapter B) that addresses the responsibilities and duties of the commander or his or her designee for maintaining all Department records. Chapter 9, Subchapter B, Supplement No. 2 discusses the obligations and responsibilities of records custodians and the manner in which records shall be maintained, destroyed, provided access to, and required to be destroyed as required in accordance with the DoD Financial Management Regulation. The guidance for records retention dates for military personnel is no longer effective. 2. The guidance on records not to be maintained by DoD Financial Management is no longer effective. The guidance for maintaining certain DoD financial management records, including those maintained as a result of an official notification to the DoD Inspector General, is no longer effective (see section 910.2.13 of the guidance for DoD Financial Management Regulations, as last amended February 26, 2010). DoD Financial Management Regulation (Dodder), Part 80003, § 7000.14 Records Management of the Defense Agencies. (a) The following procedures do not apply: a. The regulations implementing the Dodder, subparts 1.0 through 1.2 that pertain to the military departments, as described in the Appendix (a)(1) of that regulation (hereafter referred to as the “military department regulations”), apply to all the military departments. Those regulations define the responsibilities and duties of records custodians, retention schedule, and retention time for DoD financial management records. (See Dodder, subparts 1.0 through 1.2, Appendix (a)(1) for additional information regarding military department regulations.) The information listed below applies only to records maintained by the military departments for military purposes. b.
