This approach has been employed for almost 10 years as the Administration has continued to negotiate with the FAA concerning future FAA regulations related to the transfer of E-mods. The FAA's position is it is not an option to offer E-mods to the General Services Administration for purchase. Instead, it is the role of the General Services Administration to offer any E-mods they find to the FAA. This recommendation was made on the basis that this option to offer E-mods unilaterally provides greater flexibility for the General Services Administration in dealing with the FAA's problems. Further, although the General Services Administration does purchase E-mods, I do not feel that a policy change such as this would necessarily lead to any reduction in its purchases of E-mods, since these purchases are not regulated.
