Click the sheet. On the Page Layout tab, in the Page Setup group, click Page Setup. Under Print Titles, click in Rows to repeat at top or Columns to repeat at left and select the column or row that contains the titles you want to repeat. Click OK. On the File menu, click Print.

Print titles must be contiguous and complete rows or columns. The reason behind this warning may be incomplete rows or columns in your document. If you're getting this message with single worksheet, you can bypass it by clearing out Print Titles (navigate to PAGE SETUP > Print Titles).
it is correct that one can not make the change directly at print preview>page setup. One has to go back to the working document, select “page layout”, “sheet options”, enlarge the options by clicking the small arrow in the bottom right corner. Under “rows to repeat at top”, enter the row that one needs to repeat.
Select the cell below the rows and to the right of the columns you want to keep visible when you scroll. Select View > Freeze Panes > Freeze Panes.
