Because bitmap images are made up of a set number of pixels that contain a set amount of information, when you enlarge the image, it doesn't increase the number of pixels and looks stretched out and strange the larger it gets. This is the reason that when you try to enlarge a bitmap image, they become blurry.
PNG or any other pixel based format you must save it with a higher resolution, that will make it look crisp, even if you zoom in. To do so you must click in Illustrator on File → Export → Select JPEG → and change in the upcoming dialog to your desired Resolution (default is 72ppi).
To resize an image with Gimp, simply open your image in the application. Go to Image, then Scale, where you can input your desired dimensions. Finally, under the Quality, choose Since as Interpolation and then click Scale. There you have it, an image resize with sustained quality.
Sharpen it to make it more clear. Adjust the light/brightness and contrast of the image. Adjust the color level/temperature of image to make it more effective. Apply various photo quality enhancing built-in effects to make it more clear and sharper.

First, open the image in Photoshop and press CTRL + J to duplicate the background layer. Make sure to click on Layer 1 in the Layers panel. Next, go to Filter, then Other, and choose High Pass. The higher the value you set it to, the sharper your image will become.
