I needed PDF Filler (or something like it) for a specific purpose and for a short time. It got the job done. I was surprised to see the Annual Fee ($72.00) show up on my credit card statement, instead of the monthly fee ($6.00). I cancelled my subscription on 4/11/2016, and have been checking my statements for a refund. Am I waiting in vain?

Generally speaking, your merchant bank enforces PCI DSS compliance. The PCI Standards Security Council was formed in 2006 by the major card brands (i.e., Visa, MasterCard, American Express, Discover Financial Services, JCB International) to regulate, maintain, evolve and promote PCI DSS compliance.
Who enforces the PCI DSS requirements? Although the PCI DSS requirements are developed and maintained by an industry standards body called the PCI Security Standards Council (SSC), the standards are enforced by the five payment card brands: Visa, MasterCard, American Express, JCB International and Discover.
Compliance with the PCI security standards is enforced by the major payment card brands who established the Council: American Express, Discover Financial Services, JCB International, MasterCard Worldwide and Visa Inc.
It is your responsibility to learn these regulations and adhere to them. Additionally, PCI-DSS states that you're also responsible for the compliance of any vendor that provides your business with software or services, as well as any company or individual who you hire.
If a data breach occurs, and you're not PCI-compliant, your business will have to pay penalties and fines ranging between $5,000 and $500,000. If you're not PCI-compliant, you run the risk of losing your merchant account, which means you won't be able to accept credit card payments at all.
Although the PCI DSS must be implemented by all entities that process, store or transmit cardholder data, formal validation of PCI DSS compliance is not mandatory for all entities. Currently, both Visa and MasterCard require merchants and service providers to be validated according to the PCI DSS.
Any merchant processing 20,000 to 1M Visa e-commerce transactions per year. Any merchant processing fewer than 20,000 Visa e-commerce transactions per year, and all other merchants regardless of acceptance channel processing up to 1M Visa transactions per year.
