BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF CALIFORNIA: SECTION 1. Section 5515 of the Business and Professions Code is amended to read: 5515. (a) (1) Notwithstanding any other law or rule, the Attorney General, or his or her designee, shall have the authority from time to time to enter into negotiations or to enter into agreements with or to enter into contractual relationships or transactions, or otherwise to conduct business as agent of the Secretary of State in carrying out any of the following functions or duties in connection with the processing, storage, inspection, or distribution of voter registration applications and other voter information, voter ID cards, or voter registration forms, provided that such negotiations or agreements, or other dealings with the Secretary of State regarding the processing, storage, inspection, or distribution of such voter registration information, voter identification cards, or voter registration forms, are not initiated or completed as a result of the exercise of a discretionary or quasi-discretionary authority granted pursuant to this article: (A) To purchase voter registration applications, voter ID cards, voter registration forms, and other voter information from, or to contract with, any entity; (B) To purchase voter registration applications, voter ID cards, voter registration forms, and other voter information from, or to contract with, vendors who are not election officials; and (C) To conduct any investigation reasonably necessary to ascertain whether voters registered to vote in the state pursuant to Section 10231 have completed all the requirements for registration provided for in that section.
