Any additional fees must be paid by the applicant before the applicant may submit application for a church or religious job. Please note: The above requirements are to be found on your approved job application; not the Employment Agreement itself. If there are any questions regarding them, please contact the Department of Employment Services at. You may be aware that the State of Florida is on a “pre-employment” list for the use of State Unemployment. This process is intended to stop job applicants from taking an official position with any employer who is not an approved “Pre-Employment Listing (PEL)” Employer. The Florida Department of Job and Family Services and the Bureau of Employment Services of the State of Florida will not approve applicants for employment with employers who are on the Pre-Employment List. The Pre-Employment Listing process includes four steps. Step 1: A representative of the State of Florida will inspect the application. Step 2: An applicant may ask to review the application and/or conduct further information or requests in person or by telephone. Step 3: The applicant may have a copy of the application reviewed by an officer of the department or a representative of the Bureau of Labor and Industries and have a copy returned to an employer. Step 4: If an employer chooses not to continue an interview with an applicant who is on the Pre-Employment List, the applicant may ask to review the application and/or conduct further information by telephone. If the employer refuses to provide the requested information, the applicant may then request in writing that the employer be placed on the Pre-Employment List. The application cannot be reviewed again until it is reviewed by the department. The department will allow a pre-employment interview to commence, however, it is the Department of Employment Services policy that an applicant cannot complete the pre-employment interview prior to the pre-employment screening process. The Pre-Employment Listing process does not apply where an applicant has been hired, or who is currently on the agency's active list of job applicants.
