For example, a landlord cannot qualify for a waiver if their rental property (or part of a property) has been deemed eligible for a building permit based on a building code compliance, but they have not received a building permit from that taxing authority through the proper channels. If you do not receive a tax certificate from your landlord within sixty (60) days of claiming the property tax refund, you may want to request a new tax certificate from the IRS. Landlords can get a new certificate for a new property or a different property, if your landlord does not receive a new certificate on the same date. Your new certificate will require the updated information, not a completed Form M1PR. If you need to submit new certification, use Form MCP-3C or Form MCP-3B, respectively (available from IRS-CPP at or by calling). Landlords must use one of the following forms to process the tax refund to you: Form MCP-3A, which contains the name of the landlord; the date of the return; the tax name(s) and description(s); the tax amount received; and the taxpayer's address.
