Who needs an HS-7 form?

Whenever you buy a motor vehicle outside the USA and want to import it, you’ll have to fill out the import declaration of motor vehicles. The shipment of motor vehicles and their parts is regulated by the Department of Transportation (DOT).

What is the HS-7 form for?

The form is required at the Customs and Border protection standpoint when you try to import the motor vehicle or its part to the USA. In general, HS-7 certifies that the imported vehicle complies with the Federal Motor Vehicle Safety, Bumper and Theft Prevention Standards. This information is used by the DOT.  

Is the DOT form HS 7 accompanied by other forms?

The HS 7 declaration is accompanied by the EPA standard form 3520-1 (Importation of Motor Vehicles and engines subject to Federal Air Pollution Standards) and all the required documents stipulated in the declaration (copy of manufacturer’s confirmation letter, copy of DOT Bond, copy of contract with a registered importer, copy of official orders, copy of NHTSA Permission letter.)

When is the Form HS 7 form due?

This declaration must be provided to the US Customs when you import the motor vehicle or its parts.

How do I fill out the DOT HS 7 form?

The person who completes the declaration should provide the following information:

  • Customs entry ?

  • Entry date

  • Model, year and VIN of the vehicle

  • Registered importer name and NHTSA registration number
