Open your Word document. Click on “Design” tab. Under the background menu, go to “Watermark”. A gallery containing different watermarks will be shown, choose the type of watermark you want by clicking on it, and it will reflect on all the pages.
Go to the Page Layout tab. Click the Watermark button in the Page Background group. Select Custom Watermark (at the bottom of the shortcut menu). Select the Text watermark option. Change the Text field to DRAFT. Click OK.

If your watermark is still there, it's possible Word anchored your watermark in the header area if it's tied to a specific section. Double-click in the header area, select the watermark itself, then press Delete.
