It's been very good working with PDF Filler. Makes saving forms so much easier. I only have one complaint. When it comes to dates, I usually need to write it as year-month-day; but PDF Filler is already programmed as day-month-year so I have to keep on erasing dates and fill it out by hand, which is annoying.

Overview of legislative procedure. A bill is a proposal to change, repeal, or add to existing state law. An Assembly Bill (AB) is one introduced in the Assembly; a Senate Bill (SB), in the Senate. Bills are designated by number, in the order of introduction in each house.
If the author is a Senator, the bill is introduced in the Senate. If the author is an Assembly Member, the bill is introduced in the Assembly. A bill is introduced or read the first time when the bill number, the name of the author, and the descriptive title of the bill is read on the floor of the house.
Some Senate bills are printed in the Congressional Record, generally on the day they are introduced. Quite often, a senator gives a statement of introduction, which is helpful in understanding the provisions of the bill. The text of House measures are rarely printed, and there are usually no statements of introduction.
If the bill passes by simple majority (218 of 435), the bill moves to the Senate. In the Senate, the bill is assigned to another committee and, if released, debated and voted on. ... Finally, a conference committee made of House and Senate members works out any differences between the House and Senate versions of the bill.
Like a bill, a joint resolution requires the approval of both Chambers in identical form and the president's signature to become law. There is no real difference between a joint resolution and a bill. ... Concurrent resolutions are generally used to make or amend rules that apply to both houses.
Bills which require money or which take effect immediately require 27 votes in the Senate and 54 votes in the Assembly. All other bills require 21 votes in the Senate and 41 votes in the Assembly. Once the house of origin approves the bill, it proceeds to the other house where steps 1-5 are repeated.
On Third Reading, the author presents the bill for passage by the entire house. Most bills require a majority vote (it must pass by 21 votes in the Senate and 41 votes in the Assembly), while urgency measures and appropriation bills require a two-thirds vote (27 in the Senate, 54 in the Assembly).
The lawmaking process begins with the introduction of a bill in either the House of Representatives or the Senate. Bills may be introduced in either house, sometimes except bills increasing or decreasing revenue, which must originate in the House of Representatives.
The Governor can sign the bill into law, allow it to become law without his or her signature, or veto it. A governor's veto can be overridden by a two-thirds vote in both houses. Most bills go into effect on the first day of January of the next year.
A bill can be introduced in either chamber of Congress by a senator or representative who sponsors it. Once a bill is introduced, it is assigned to a committee whose members will research, discuss, and make changes to the bill. The bill is then put before that chamber to be voted on.
