Thought it was too expensive and did not see the 70% discount for paying annually instead of monthly and do want that discount and as such a large partial refund of the $120 we were charged

1 Answer. No, existing farmers will automatically assign themselves to any new crops created up to their maximum capacity. This also applies to settlers assigned to defense.
Open the Workshop menu and walk up to the settler you want to move. Move command should show up in the bottom command menu. Once you press it you will get a list of available settlements and the settler will go there. Just make sure you have enough resources at the target settlement to support new population.
When you have all those go into the Workshop menu and go find a settler you want to send out. Scroll over the settler and click the Supply Line button, on PS4 it is R1. Now you can choose which settlement to send them to. You can do this with multiple settlers and connect all of your settlements this way.
To connect your settlements in “Fallout 4,” you'll have to create what are called “supply lines.” Supply lines can only be established once you've reached the sixth tier in the “Charisma” upgrade tree, which showcases the Local Leader perk. You'll need the first rank in that Local Leader perk to get started.

Once established, travel to a settlement in your supply line network and assign a settler to establish a supply line to your new settlement. ... Only random 'Settler' NPCs can be assigned to supply lines. Named NPCs must remain at their home settlement. That means you'll need two do two things to create supply lines.
Food The more food you have, the more people you can get. ... Recruitment Radio Beacon This will be your bread and butter for recruitment. ... Water Making sure you have enough water is another key. ... Beds A bed per head is the motto here.
