Put the cursor on the page where the page numbering should start (that is section two in the document). Click on the Insert tab and Page Number. Select position and style for the pagination. Click on the bottom of the page to activate the Header & Footer menu.

Unfortunately, at this time it's only possible to start page numbering on the first or second page of a Docs document (via Insert > Header & page number > Page number), and the numbering can only begin with the number one regardless of which page you start on. Also, Docs doesn't currently support mixed numbers.
