Ballot harvesting, also called vote harvesting, is the collecting and submitting of absentee or mail-in voter ballots by volunteers or workers. A ballot is a device used to cast votes in an election, and may be a piece of paper or a small ball used in secret voting. It was originally a small ball (see blackballing) used to record decisions made by voters. Each voter uses one ballot, and ballots are not shared.
Electoral Glossary Absent Vote. If a voter goes to a polling booth where no electoral roll is held for the electoral district he/she is enrolled for, the voter will be given an absent vote. The voter states his/her address, signs a declaration, and receives a ballot paper for that district and votes.
Section 1. The right of citizens of the United States, who are eighteen years of age or older, to vote shall not be denied or abridged by the United States or by any State on account of age.
United States: 18. However, in many states, persons 17 years of age are permitted to vote in primary elections if they will be 18 years of age on or before the day of the general election.
The 26th Amendment (passed and ratified in 1971) prevents states from setting a voting age higher than 18. Iowa, Minnesota, and Nevada allow 17-year-olds to participate in all presidential caucuses, but may not vote in primary elections for other offices.
