Immediately after leveling the surface, align and inset any deck hardware and then smooth the surface of the concrete. Allow the concrete to cure for one day before constructing your deck or placing heavy weight on the footing (if standard concrete mix was used, wait about 3 days to begin construction).
The concrete would benefit from some form of moist curing for 3 days. This could be poly sheeting covering it, soaker hoses, wet burlap or carpet. The strength of the concrete should be enough to place the block wall the next day.
If you use a concrete that has a quick setting additive you need to wait a minimum of one sunny day, if you are using a standard concrete footing mix I would recommend waiting for a minimum of seven days and a maximum of 28 days, of course, that is if the conditions are right for the concrete to cure and set hard.
You will be ok to lay bricks the day after pouring the foundations. In this cold weather keep the work covered for overnight (and by day if freezing / snow) for about 3 days. Keep all subsequent work covered for three days.
Seven to 28 days According to Concrete Network, concrete should be allowed to cure for at least seven days before it's built on. However, waiting longer will greatly reduce the risk of the concrete cracking. Concrete continues to cure up to 28 days after it is poured, at which point it reaches maximum strength.
In most parts of North America, 3,000 psi is the minimum recommended compressive strength for footings. Assuming you are using 3,000-psi concrete for the footings, you should be safe installing the anchors after 28 days in most circumstances.
