When you block a phone number or contact, they can still leave a voicemail, but you won't get a notification. Messages that are sent or received won't be delivered. Also, the contact won't get a notification that the call or message was blocked.
If you block someone, they do not receive any notification that they have been blocked. The only way for them to know would be for you to tell them. Furthermore, if they send you an iMessage, it will say that it was delivered on their phone, so they won't even know that you're not seeing their message.
If you're blocked, you would only hear a single ring before being diverted to voicemail. An unusual ring pattern doesn't necessarily mean your number is blocked. It may just mean the person is talking to someone else at the same time you're calling, or has the phone off, or sent the call directly to voicemail.

If you hear only one ring or no ring at all before your call goes to voicemail, this is a good indication you're blocked. In this case, the person has used the number blocking feature on their phone. If you call once a day for a few days and get the same result each time, that is strong evidence your number is blocked.
If someone has blocked you on their device, you won't get an alert when it happens. You can still use iMessage to text your former contact, but they'll never receive the message or any notification of a text received in their Messages app. There is one clue that you've been blocked, though.
