Here's how the Transfer Settlements mod works. After you install the mod, you'll find a footage in your inventory (you can also craft the tape at a chemistry station, if you prefer a little DIY). Load the tape while in one of your settlements, and you'll be able to create a blueprint of your entire settlement.
Once you find the “City Manager 2078 Footage” and load it in your Pip-Boy it will officially activate the Sim Settlements mod, and you can officially start using Sim Settlements to build your settlement(s).
Supply lines send food and water to other Settlements, while also allowing you to craft without the Settlement actually having those items or you're carrying them around. If you have copper in one Settlement you can use it to build in another if they're connected.
Once you've met those requisites, go find a settler at any one of your settlements. Then, activate your workshop menu the button you hold to start building resources for your settlement. If you highlight over one of your settlers, you should see a “Supply Line” button option.
Open the Workshop menu and walk up to the settler you want to move. Move command should show up in the bottom command menu. Once you press it you will get a list of available settlements and the settler will go there. Just make sure you have enough resources at the target settlement to support new population.
When I select “store in workshop” with the circle button, how can I retrieve it? Anything that you store in workshop will have a number on the icon where you build the item. For example if you stored 3 doors to the workshop when you are on the build menu for doors you will see a number 3 on the type of door you stored.
To do this, go into Workshop mode and walk up to whomever you have to spare, hit RB or R1 on consoles, the button is displayed on the bottom if you're on PC or changed up the control scheme, and a new menu will pop up. This lets you pick what settlement to set the supply route to.
Find your nearest Workshop. Now press R (or whatever button your console uses to transfer items), and choose the STORE ALL JUNK option. Presto. You have successfully cleansed yourself of all your junk, and scrapped every useless item you have.
