A location shooting permit is a document that gives you permission (usually from local, city, or federal governments) to be shooting in public places.
How much do photography permits cost? They range from $50 to a whopping $1,000 depending on the location. Sometimes the permits are free, but still required, so check the location before you go, but it's safe to assume a permit is required.
In most cases, a permit is not necessary for visitors engaging in casual, non-commercial filming. Still photographers require a permit only when: the activity takes place at location(s) where or when members of the public are generally not allowed; or.
As Dickinson says, there is some latitude on the part of the park in enforcing regulation. But in general, you do not need a permit for still photography or personal filming; you do need a permit for commercial filming and still photography that uses models, props, or sets.
If you are just walking around with your camera and shooting casually, you generally don't need a permit. You will, however, need a permit if you are shooing on public property OR if your shooting will impact others and/or the environment.
Pre-Production In 2008, the rules were published for when a production is required to have a permit and when it is not in order to help expedite filmmaking in the City. When a permit is required, there is a $300 fee for the processing of the initial application of a new project.

The Office of Film, Theater and Broadcasting issues permits to productions filming on location in the City of New York and provides free police assistance, free parking privileges and access to most exterior locations free of charge. Not all filming activity requires a permit.
The cost of your film permit will vary depending on the exact location(s) you want to film in, but the basic application fee is $685 for a motion permit and $65 for a still permit.
