Are difficulty of care payments earned income?
If you provide care to an individual who has a physical, mental, or emotional handicap, the difficulty of care payments you receive are generally excluded from income. Review the information below to determine how to report these payments, if necessary, on your tax return.
What are difficulty of care payments?
Section 131(c) defines a difficulty of care payment as compensation to a foster care provider for the additional care required because the qualified foster individual has a physical, mental, or emotional handicap.
What is difficulty of care?
Individual Providers are eligible for the Difficulty of Care income exclusion if the Provider lives with the DSS client in the same household. This means that the wages earned by an IP for providing personal care to a DSS client who they live with are excluded from the IP's income for income tax purposes.
