trying to find the right form that was not already filled out. Also you need to add the ability to erase to the lowest membership level. You can do a couple of things such as restrict the number of new forms per month, offer a 1-5 form only fee, or only a 1 month membership fee. In the past 3 years I've used this service only twice now as I am not a business.

By clicking a bullet or number in an automatically recognized bulleted or numbered list, you select all the list items that are at that particular level. To convert the entire multilevel list to bullets or numbers, select the entire list. On the Home tab, in the Paragraph group, click Bullets or Numbering.
Select the list, and click the Bullets drop-down in the Paragraph group. Choose To define New Bullet. This time, click the Font option instead of the Symbol option as you did before. The default in the Color drop-down will probably be No Color.
At the moment, there isn't a built-in way to change color or shape of the bullet point in an unordered list. However, you can achieve this change with a bit of custom CSS.
All web browsers render the bullet in the same color as the text by default. What you can do is change the color of the list-item bullets with CSS by eliminating the default bullets that the browser puts in, and adding in new bullets in your desired color.
