Choose Selection for the Export type, and then in the Resolution field, enter 400/176×72. As soon as you tab or click away from this field, InDesign will do the math and enter 164 as the result. Now, when you click Export, a JPEG image the desired size will be output.
To resize the picture and its frame with the Scale or Free Transform tools, just grab the frame handle and drag. To maintain the image proportions as you scale, you'll still need to hold down the Shift key—but you can press it at any time before or after you begin dragging.
Hold down the Shift key as you drag a corner to keep the original proportions of the width and height. Hold the Cmd/Ctrl key as you drag to scale the frame as well as any text and images inside the object. Release the mouse button when the object is the correct size.
To resize the picture and its frame with the Scale or Free Transform tools, just grab the frame handle and drag. To maintain the image proportions as you scale, you'll still need to hold down the Shift key—but you can press it at any time before or after you begin dragging.
