I would recommend, with caveats about the cost based on how much it would be used. Many government forms and other PDFs are already fillable, so PDFfiller isn't needed that often for the average person. However, it was very nice to use.

No, a memorandum title indicates that there is a lien on the vehicle from a lender. To transfer your title when selling your car for scrap or junking your car for cash, the buyer will list their contact information on the back of the title.
Since, in most cases, it's illegal to sell a vehicle without a title, you'll need to acquire one before transferring ownership. If your title is lost or destroyed, simply apply for a replacement copy at your local department of motor vehicles (DMV).
If you need to sell your car but cannot find the title, you should contact any existing lien holders and your state's Department of Motor Vehicles, or DMV. In some states, you may even be able to request the duplicate title online. Your local DMV can provide a duplicate of your car title.
In many states, selling a car without a title is illegal. In states that don't make it illegal to sell a vehicle without a title, sellers are required to eventually produce a title. Sellers can verify if a title is needed by contacting the state's department of motor vehicle.
#1: Communication is Key. You are going to need to be in contact with the DMV and the seller quite frequently. #2: Get a Bill of Sale. #3: Make Sure it's Not Hot. #4: Check for a Lien. #5: Purchase a Lost Title Bond. #6: Contact Your Local DMV.
Fill out an Application for Duplicate Title form (Form REG 227) Pay the duplicate title fee of $20 (can vary depending on the motor vehicle) Mail in the application form or bring it to a CA DMV office.
Your vehicle's title. The name on your title usually cannot be changed. A new title will only be issued upon transfer of ownership. But remember, when you sell the vehicle that is in your maiden name, assign the title with your married name and also your maiden name.
There is no cost to change or correct your name. Unless an Application for Duplicate or Paperless Title (REG 227) form is submitted. Transfer fees are due if you are adding or deleting another person's name, because that is a transfer of ownership.
