Select the cells that you want to conditionally format. On the Home tab, in the Style group, click the arrow next to Conditional Formatting, and then click Highlight Cells Rules. Select Duplicate Values. Enter the values you want to use, and then select a format.
The answer is yes and no. Any conditional formatting argument must generate a TRUE result, meaning that at a literal level, your conditional formatting rule is an If/Then statement along the lines of If this condition is TRUE, THEN format the cell this way.
