As the name suggests, the cause of plastic settlement cracking is the settlement of the solid particles whilst the concrete slab is curing. The amount that a slab settles tends to be proportionate to the depth of the concrete i.e. the deeper the concrete the greater the settlement.
Plastic settlement cracks. Cracks caused when the settlement of fresh concrete is restrained by reinforcement or form work. Plastic settlement cracks can form in young concrete, within the first few hours after placing. As water moves upward through the mixture, the denser constituents move downward.
The primary cause of “plastic shrinkage” cracks is the rapid evaporation of water from the surface of the concrete. Immediately after the concrete has been placed, the particles within the concrete begin to settle. Under most weather conditions, some water on the surface of the concrete evaporates.

Jagged cracks, stair-step cracks and 45-degree angle cracks generally signify structural movement or settling issues that are occasionally serious but usually harmless. Measure the width of cracks with measuring tape. Typically, wider cracks signify more serious issues than thinner cracks.
