If you are 18 or older getting your first driver's license in Florida you are not required to hold a learner permit — you can go straight to a Class E unrestricted driver's License.

If you are 18 or older and are getting your first driver's license then you must complete the Drug and Alcohol Course and Test and you can complete it online here at 123Driving.com. But the DMV will not allow anyone 18 or older to take the DMV test online.
If you're under 18 or 19, you may even have to pass a driver's education course as well. In other states, a learner's permit is not required, but you may have to complete more steps than a driver with a current or past license.
The FL HMV specifically notes that every person under 18 years old MUST hold a Learner's License for one year -- there are NO exceptions to this law -- and that no person may drive alone with a Learner's License, regardless of age. So a teen or those with a FL learner's permit cannot drive alone.
Driving alone with a permit is an offense known as the misuse of a restricted license, and the penalty is a license suspension. The Florida Department of Highway Safety and Motor Vehicles will take your license away temporarily. The suspension for driving with a permit alone is likely to last no longer than six months.
