It's legal. The RTL-SDR is received only so it would be hard for you to get into trouble accidentally. As others have said, as long as you don't go around sharing information gained from the radio, or decrypt encrypted comms that are not meant for you, you will be fine. Same laws as with a standard scanner radio.
