1 Answer. It could be because the test is not renderable text and is just an image. The only way the search feature can work if it can read the text on the PDF. You can check this by choosing the select tool and seeing if you can select the words.
When a document is converted to or created as a PDF document, the content is not automatically searchable. Even if a PDF has been scanned and saved as an image, the text may be made searchable by applying the optical character recognition, or OCR, text-recognizing function and saving the document.
This can be achieved by saving the PDF file as an 'image only'. To create a non-searchable (image only) file, you'll just need to print to Win2PDF and then choose the 'Save as type:' to be either 'PDF Image Only — monochrome (PDF)', or 'PDF Image Only — color (PDF)'.
Click In This File and select PDF Output Style Searchable Image from the text options. Configure the settings based on the number of pages in your PDF and then click OK. This will place an invisible text layer over the image and create a searchable PDF file. Click Save to save the changes to your PDF.
