I am sorry, but there is no way to highlight a locked PDF until and unless you do not unlock it. For the security reasons PDF' are locked. You could just view a locked PDF. If you create a new document by copy/pasting in to some other software, you “may” be able to highlight.
Choose Tools > Protect > Encrypt > Remove Security. Remove Security: The options vary depending on the type of password security attached to the document. If the document has a Document Open password, click OK to remove it from the document.
