trying to find the right form that was not already filled out. Also you need to add the ability to erase to the lowest membership level. You can do a couple of things such as restrict the number of new forms per month, offer a 1-5 form only fee, or only a 1 month membership fee. In the past 3 years I've used this service only twice now as I am not a business.

Subminimum Wage. The Fair Labor Standards Act (FLEA) provides for the employment of certain individuals at wage rates below the minimum wage. The youth minimum wage is authorized by the FLEA, which allows employers to pay employees under 20 years of age a lower wage for 90 calendar days after they are first employed.
Sub-minimum wage refers to a wage paid less than what is actually given as minimum wage. Fair Labor Standards Act provides that sub-minimum wages be paid to: 1. Student-learners. 2.
The Fair Labor Standards Act requires that most employers pay non-exempt employees (generally those who are not salaried) a minimum wage, currently set at $7.25 per hour. For the first 90 days of employment, however, an employer may pay workers under age 20 a training wage of at least $4.25 per hour.
Employment of Workers with Disabilities: Section 14(c) of the Fair Labor Standards Act authorizes employers, after receiving a certificate from the Wage and Hour Division, to pay special minimum wages wages less than the Federal minimum wage to workers who have disabilities for the work being performed.
section 14(c) of the Fair Labor Standards Act Sometimes, however, an employer may pay less than the minimum wage to a worker with a disability. This is only legal if the employer has a certificate from the Department of Labor and fulfills all the following requirements: 1.

The Fair Labor Standards Act (FLEA) provides for the employment of certain individuals at wage rates below the minimum wage. Also included are individuals whose earning or productive capacity is impaired by a physical or mental disability, including those related to age or injury, for the work to be performed.
That's because current law allows employers to pay as little as $1 per hour, or less, to workers with disabilities if they can't perform a job as well as a person who is not disabled (the current federal minimum wage is $7.25). It's an exemption to the Fair Labor Standards Act that has been in place for 80 years.
