How do I enable contact permission?
Go to Settings>Apps, tap Menu>Show System, and select whichever app you were using to add contacts. Tap Permissions, and make sure it has permission to access your Contacts. You might also have to grant permission to access Storage.

Can't add contacts you have disabled a required permission?
In my specific phone and operating system (LG Style 3), to access the permission I just locate the apps list in settings, click on the menu button, select configure apps, and the first available setting is app permissions. There you can turn on any permissions that your contacts app may need to run properly.

Why can't I add new contacts?
IOS 5 added iCloud and if your contacts are not turned ON from the iCloud settings, you won't be able to add, edit or delete contacts. The Fix: turn ON your iCloud contacts settings from Settings > iCloud and you should see your + sign on the corner back again.
